Current Texas code calls for R-38 at the ceiling, which generally takes twelve to sixteen inches of settled blown fiberglass. That requirement has only applied to homes permitted since September 1, 2016. Before then the bar was lower, so an older Austin house met a lesser standard on the day it was built and has been living with it ever since.
Open the hatch and shine a light across the attic floor. If you can see the tops of the wooden ceiling joists, or the insulation sits level with them, you are well short of R-38.
